If you’re visiting Moscow, two things will make or break your trip: staying connected and being able to pay for things. Since Visa and Mastercard issued by foreign banks stopped working in Russia, and international roaming can get expensive fast, most visitors quickly discover they need a local Russian SIM card and, often, a Russian MIR bank card too.

Do You Actually Need a Local SIM Card?

It depends on how long you’re staying.

• A few days, mostly sightseeing with hotel Wi-Fi? You can probably get by on roaming or an international eSIM for maps and messaging.
• A week or longer, or you want to use Yandex Go, delivery apps, or book things locally? A Russian SIM is worth it — local data is cheap, and many Russian services require a Russian phone number to even register.

Why You Might Also Need a MIR Bank Card

Since Visa and Mastercard don’t work inside Russia, cash and pre-loaded travel cards only get you so far in restaurants, shops, and taxis that expect contactless payment. A MIR card — Russia’s national payment system — solves that. It works everywhere in Russia and is also accepted in several countries abroad, including Turkey, the UAE, and Vietnam.

The catch: you cannot top up a MIR card from a foreign bank account. International banks don’t support MIR, and SWIFT transfers to Russia are blocked. You fund it in Russia, with cash or a Russian transfer.

What the Process Actually Involves

Since new rules took effect for foreigners, getting a SIM card is no longer a walk into any kiosk. You now need:

1. A notarized Russian translation of your passport
2. A SNILS number (Russian social ID), obtained at an MFC public service center
3. A verified Gosuslugi account (the government services portal)
4. Registered biometrics (photo and voice) at a bank

Only after all four steps can a mobile operator issue and activate your SIM. And if you also want a MIR bank card, there’s a mandatory wait: banks require your SIM to have been active for at least 24 hours before they can send you SMS confirmation codes, which means the SIM and the bank card can’t be done on the same day.

Technically yes. Realistically, it’s a multi-office, multi-hour process, mostly in Russian, and one missing document sends you back to the start. Most tourists who try it alone end up spending a full day (or two) navigating offices where English isn’t spoken.
