Here’s a crucial detail many people don’t know: even after your SIM card is activated, Russian banks require a minimum of 24 hours before they can send SMS confirmation codes to your new number. This means you cannot open a bank account on the same day you buy your SIM card.
This is a system-wide technical requirement, not a policy you can bypass. That’s why the process must be split into two stages.
Step-by-Step: How to Get a Russian SIM Card (For Those Doing It Themselves)
Stage 1: Documents and SIM Card
Step 1 – Notarized Translation of Your Passport
Before visiting any government office, you need a notarized translation of your passport into Russian. This is mandatory for all official procedures.
Step 2 – Get SNILS at MFC
Visit a “My Documents” (Мои Документы) government service center to apply for SNILS . Bring your passport and its notarized translation.
Step 3 – Register on Gosuslugi
Create a verified account on the state services portal . You can do this at the MFC or at a bank branch. You’ll need your passport, notarized translation, and SNILS.
Step 4 – Register Biometrics at a Bank
Visit a bank (Sberbank, VTB, or others) to have your photo and voice recorded for the Unified Biometric System .
Step 5 – Buy and Activate Your SIM Card
Visit a mobile operator store (MTS, Beeline, MegaFon, Tele2) with all your documents. The SIM will be registered in your name and linked to your device’s IMEI .
Important: Your SIM card is now active, but you must wait 24 hours before proceeding to the bank.
Stage 2 – Opening a Bank Account and Getting a MIR Card
After 24 hours have passed since your SIM was activated:
Step 6 – Visit a Bank
Go to a bank branch with your passport and the now-verified SIM card.
